Leaked memo from the chief of staff’s office of the Afghan president, Ashraf Ghani

A file that was uploaded by Salahuddin Makhkash who is a senior member of the chief of staff office in Kabul was leaked. In this file there are 12 directives by Mr. Makhkash. They are as follows:

  1. Secretary to the Chief of Staff Dawood Noorzai should be changed and in his place a Pashtun should be appointed who knows Pashtu, English and Farsi
  2. Two-three experts should be appointed to Qazi Delawar office and supporting Qazi Delawar to become the director of international affairs.
  3. Taking back the security card for the palace from some people. The cards should be given to those who are trustable, not our opponents.
  4. Abdur Rahimzai should be kept away from important directories and positions.
  5. Ali Khan is working well, but he brings Hazaras and appoints them to good positions. In his place we should find a capable Pashtun who would speak all languages and is a writer.
  6. Everyone believes that “Taimori” is not cooperating with the “team” and “friends.” We should ask the president to give him the post of commissioner of Independent Human Rights Commission.
  7. In chief of staff office, we should place our capable friends with each and every director on temporary basis so that no director would be able to use his authority improperly to hurt us.
  8. We should appoint our friends to good positions and find them perks like car, cards and the like.
  9. We should appoint the Pashtuns from Herat who don’t speak Pashtu and we should also appoint Tajiks and Uzbeks who work according to our wishes symbolically so that people would think that in the chief of staff office people of all ethnicities are working.
  10. We should tell Noorzai to attend every cabinet meeting and should increase his contacts with the president and those who are close to him like Malakzai, Ajmal Ghani and Roshan.
  11. We should work closely with those ministers who are favored by the president so that he would have a favorable view of us and would praise us.
  12. We should help Farahi.
